Who Runs the Armory?

A Torrington resident submitted the following letter to me on August 20.
"Dear Mr. Driscoll:My name is John Clapp, and I’m a 16-year-old junior at Torrington High School. I’ve lived in the same house on Barber Street (by Vogel-Wetmore) my entire life and work in Torrington. Also, a few months ago, I helped promote a wrestling show at the Armory, and with luck would like to do it again before too long. This is my reason for writing to you. I read [in your ad on page 40] in the August 10 issue of The Voice that one of the issues you’d be discussing is the operation of the Armory. I was hoping you could shed some light as to what kind of changes you would make.Sincerely, John Clapp"
Dear Mr. Clapp: Thank you for your letter of August 20. On Wednesday, September 5, I attended a Parks and Recreation Commission meeting which was held at 6 p.m. in council chambers. This meeting was recorded. I told the Commission that I had received a letter from a high school student asking questions about the Armory and I needed to find out some information. What the Commission told me is that the Armory is overseen by the Mayor’s office, and any questions regarding the Armory had to be forwarded there.
My personal feeling is that I would like to see the Parks and Recreation Commission given authority over the Armory so that the Armory could be more user-friendly for public events. I do know that if you were to proceed in putting on a wrestling show, the City of Torrington would require you to have a certificate of insurance; you would also be responsible for the costs associated with police protection, Armory rental and janitorial fees, and fire department personnel.
