Strong Leadership for a Strong Future
By Owen J. Quinn, Torrington

My name is Owen Quinn, and I am running for Mayor with my Democratic team.

I am married to Ellen Marchetti Quinn and we have two children, Megan, age 6, and Maura, age 2. I grew up in Torrington and lived most of my formative years downtown on Center Street, directly across from Saint Peter’s Church. My father is Scotty Quinn, a 35-year veteran of the Torrington fire department who retired as a captain. My mother is the former Rosemary Conforti; she was employed by McCann's Department Store until she raised my two sisters and me.

I am a product of our local school system, graduating from Torrington High School in 1971. I graduated from the University of Connecticut with a BA in Political Science, and returned summers to Torrington to work at American Laundry, Pheoll of New England, and the Department of Environmental Protection.

In 1977 I became Torrington's Social Services Director and I served in that capacity until 1983, when I became active in writing grants for the city.

In 1983 I formed the Danbury Torrington RWDB, joining thirty municipalities in western Connecticut into a service delivery area eligible to provide education, employment and training activities. I have been the Executive Director of the Workforce Investment Board since 1983.

From the beginning of my professional career I have been dedicated to this city and its civic organizations, and I have derived great satisfaction from those activities. I have been a city department head, and an executive director with managerial and supervisory responsibilities. I am a manager who is responsible for budgets exceeding millions of dollars with over twenty years of experience. I bring to the mayor's job experience, energy and focus.

I have been very active in community affairs like F.I.S.H., the Salvation Army, McCall Foundation, the soup kitchen and the homeless shelter. I either currently or have formerly belonged to such organizations as BPOE #372, Sons of Italy, Order of Hibernians, and Unico. I am a proud recipient of the Good Scout Award from the Boy Scouts of America.

I believe I have a grasp of the issues and I know this community well. I am comfortable asking you, the citizens of Torrington, to vote for me on Election Day, November 6. Torrington needs strong leadership for a strong future. Torrington is a great place to live and I want to keep it that way, but I need your help and vote on Election Day.

If you have any questions regarding my positions, or if you have any comments or suggestions, please don't hesitate to call me at my home at 482-0483. Thank you.
