I was traveling in my car one day and noticed a flagpole with just the POW/ MIA flag on it, and this struck me as being odd. I was always under the impression that the first flag on a flagpole should be the American flag, and that other flags can be raised with our flag, but always under the American flag or to the left or right, as long as it is lower than our beautiful flag.

The flagpole was on the property of a municipal building. The building had two flagpoles, one in the front of the property and the other in the rear of the building. Both flagpoles were visible from main streets, since the building happened to be in the middle of two streets. It would seem to me that the flagpole with the POW/ MIA flag should have been under the American flag and not completely by itself. I would appreciate it if anyone might have an answer for me.
