Guest speaker will be Dr. Eric Salk, Director of the Emergency Department at Charlotte Hungerford Hospital on the topic "New Requirements for Emergency Medical Dispatch." Agenda includes request for LHCEO endorsement of Open Space Grant application by Litchfield Land Trust; request for LHCEO endorsement of resolution pertaining to unfunded state mandates; proposed declaratory ruling by FOI Commission pertaining to e-mail and voicemail; request for LHCEO representation on Emergency Medical Dispatch Committee; request for LHCEO endorsement of Draft "NWCCOG and LHCEO Legislative Priorities—2003 Session"; and format for Legislative Breakfast Meeting of December 17. EAST HARTLAND

: Hartland Historical Society holds its annual Pancake Breakfast from 8-11 a.m. at the East Hartland Firehouse. Children will also be given an opportunity to do their holiday shopping at a gift shop set up just for them.

LITCHFIELD

: Lourdes in Litchfield, Route 118 (east of the Litchfield Green) offers Candlelight Christmas Caroling at the Grotto at 7 p.m. After the caroling, hot chocolate and cookies will be served in Pilgrim Hall. Free; for more info call 860-567-1041.

WINSTED

: The Support Services Division of the Winsted Fire Dept. holds its 4th annual Penny Auction in the cafeteria at the Pearson School on Wetmore Ave.; doors open at 11 a.m., with the drawing at 2 p.m. Support the Winsted Fire Dept. and win lots of gifts!

LITCHFIELD

: Lourdes in Litchfield, Route 118 (east of the Litchfield Green) presents a Living Nativity at the Grotto from 3-6 p.m. Young people from the area will re-enact the Nativity Scene with the help of live animals and an angel choir of little children. NORTHFIELD

: Northfield Volunteer Fire Company, 12 Main St. holds a Breakfast from 7:30-11 a.m. The regular menu includes all the pancakes you can eat, sausage, coffee and juice for $4; French toast, eggs and home fries will also be available. : Litchfield High School’s Envirothon team gives an urgent and timely presentation on the topic of "Agricultural Land Preservation in Connecticut" at 2 p.m. in the lounge at the Litchfield Community Center on Route 202. The public is invited to participate in the discussion of this important local issue; this state champion and nationally ranked Envirothon team is sure to provoke some engaging dialogue. Senator Andrew Roraback will be present along with other area state legislators; members of the local Planning and Economic Development Committee have also been invited. TORRINGTON

: Northwestern CT Council of Governments and Litchfield Hills Council of Elected Officials hold a special meeting from 8:30-10 a.m. at Northwest CT Chamber of Commerce on Kennedy Drive. Discussion of regional legislative priorities will include: restoration of state aid; revision of legislation on multi-town public safety answering points; restoration of funding to regional planning organizations; preservation of small town economic assistance program; requiring that the state assume 100% of the costs of special education; restriction of casino gambling to existing casinos; revision of method of counting affordable housing; creation of a study commission to address shortage of volunteers for ambulance and fire departments; development of product stewardship legislation for electronics and propane tanks; restoration of municipal immunity for injuries on recreational land; amendment of binding arbitration; and revision of prevailing wage requirements. Area legislators invited as guests include Mary Ann Carson, Louis DeLuca, Richard Ferrari, Thomas Herlihy, Craig Miner, Arthur O’Neill, John Piscopo, Andrew Roraback, Anne Ruwet, George Wilber, and Roberta Willis.

: North Canaan Congregational Church holds its 3rd annual Blue Christmas service at 7 p.m. at the church. This is a service of comfort, healing and hope. The focus will be to support and acknowledge all those in our midst and in our world who experience grief, pain or depression during the Advent season.
